Need help to buy a home in Harrow?
If you cannot afford to buy a home outright on the open market, you may be eligible to purchase a home by means of one of the low cost home ownership products currently on offer. The Council helps promote a number of low cost home ownership products to enable people to get their first step on the housing ladder.
If you wish to apply for any of the low cost home ownership products, you should register online with FIRST STEPS at www.firststepslondon.org. This website has information about all the low cost home ownership products that are currently available. You will also find details of eligibility criteria and other frequently asked questions on this website. You can also contact FIRST STEPS by telephoning 0845 230 8099.
You should also register with Harrow Council, here on this website. To register with Harrow, click on the ‘New Application’ link above and fill in the online registration form.
Once registered with Harrow, you will receive information from time to time from housing associations about properties for which you are eligible to apply, as and when they become available. If you need a printed registration form, please contact the Housing Enabling Team.

You will also find some of these properties advertised on the FIRST STEPS website.
If you are interested in any particular property that you see on this website, or on the FIRST STEPS website, please contact the housing association that is offering the property, and whose details are listed with the property information. The housing association will answer any questions you may have and, if you are eligible, they will take you through the application process, including viewing the property and a financial assessment.
Please note that there may be more than one applicant per property, In this event, the housing association will offer the property to the applicant with the highest priority. FIRST STEPS will apply the following priority groups:
Priority 1 – Public Sector Tenants
Priority 2 – Active MOD Staff
If the Applicant falls into neither category the applicant will be assessed by Harrow Council’s priority groups which continue on from FIRST STEPS as follows:
Priority 3 – Those with a high priority on the Harrow housing waiting list
Priority 4 – Key Workers
Priority 5 – Those living or working in Harrow
Priority 6 – All others
